Special development plan

When the general plan already provides for a piece of infrastructure or a public system but does not define it in enough detail to build, the special development plan is the missing piece.

What's included

• Definition of the area and justification of its fit with the general plan.
• Detailed layout of the infrastructure or public system.
• Specific regulations on uses, volumes and siting conditions.
• Landscape impact and integration study.
• Strategic environmental assessment where applicable.
• Processing and sector reports.

When you need it

• The general plan provides for a facility or infrastructure that has to be defined.
• A specific use has to be regulated within land already designated as a public system.
• Particular heritage or environmental features within the urban fabric need protecting.

How we work

We first check whether the scheme fits as a development plan or needs the autonomous instrument. Article 67 of the Catalan planning act.
